NEW DELHI – Hearing a suo motu case of the recent rape cases of two girls in a public park and a moving bus in the National Capital Region, the Supreme Court Monday observed that the Delhi police need to create a fright or fear in the minds of men who are prone to commit sexual offences. "Unless and until you don't create that fright or fear in that goon or anti-social element that 'ab kuch kia toh mar jayenge', you will not be able to prevent the commission of such crimes. Every girl molested is our sister, our mother. Huge challenge for Delhi police. Don't allow such things to happen," the court said.

All public places such as metro, bus stands, and railway stands must be continuously monitored by beat patrolling units and the halting points of Delhi police control room vans must be strengthened, the top court said. There are various illegal eateries in Delhi where liquor is served, the court said. In the Nirbhaya incident of 2012 that involved the brutal assault of a 23-year-old physiotherapy student sparking historic nationwide protests and reforms to anti-rape laws, the convicts had consumed liquor available at those eateries, which resulted in heinous crime, the court said. "Shouldn't you (police) start identifying vulnerable pockets and focus on illegal eateries where many illegal things are being undertaken?," the court said.

The top court questioned the Delhi police for not taking residents seriously, who had said that some anti-social elements were creating a nuisance in a park where a minor was sexually assaulted. "What you (police) should focus on now is to intensify surveillance in the entire city, concentrate more on bus stands, bus stops, metros, railway stations where women are more vulnerable, outside schools, colleges, north and south campuses. You (the police) know best which are those areas where the crime rate is high. Undertake regular surveys; ask the families what they are doing; you will find people coming here after committing crime. As police, you must live up to the expectations of the people, and people shouldn't run away from you," said the court.

Last month, the Supreme Court took suo motu cognisance of the recent rape cases of two girls in a public park and a moving bus in the National Capital Region, observing that one cannot help but draw painful parallels to the Nirbhaya incident of 2012. These incidents starkly highlight a failure of law enforcement, said a bench of Justice J.B. Pardiwala and Justice K. Vinod Chandran. It had issued various directions regarding vulnerability mapping, patrolling and surveillance, audits of closed-circuit television cameras, vehicle and transport checks.

A 16-year-old girl was allegedly gang-raped inside a sleeper bus after boarding it at Pari Chowk in Greater Noida on Aug. 4, 2026. The police had said the driver and conductor allegedly assaulted her during the journey and later abandoned her near Kashmere Gate in Delhi. Thereafter, both men were arrested.

In September, a 17-year-old girl, who was celebrating her birthday with a male friend in a park in Delhi, was raped by three men. The men approached them falsely posing as police officers using intimidation and police lingo and snatched their phones. Thereafter, the girl was dragged to an isolated spot in the bushes at knifepoint and gunpoint and raped. The police have arrested three people in the case.  End
