NEW DELHI – Investment under the production-linked incentive scheme for bulk drugs exceeded the committed investment as of June, with INR 52.11 billion invested against the committed INR 43.30 billion, the Ministry of Chemicals and Fertilizers said in a press release Friday.

The government had approved the scheme in 2020 with a financial outlay of INR 69.40 billion to strengthen domestic manufacturing of 41 identified critical products and reduce dependence on imports of active pharmaceutical ingredients and other essential pharmaceutical building blocks. A total of 48 projects had been approved under the scheme, of which 39 projects for manufacturing 28 APIs and key starting materials had been commissioned as of June, the ministry said.

Beneficiaries recorded sales of INR 37.93 billion, including exports of INR 5.60 billion, and generated employment for around 5,127 people as of June. The scheme enabled domestic production of critical fermentation-based products such as Penicillin-G, Clavulanic Acid, and Rifampicin, which were earlier largely dependent on imports.

Separately, the production-linked incentive scheme for pharmaceuticals attracted actual investment of INR 467.44 billion as of June, against the targeted investment of INR 172.75 billion, the department said. The pharmaceutical PLI scheme had 55 selected applicants, including 20 micro, small, and medium enterprises, and generated 121,294 jobs as of June. Beneficiary companies recorded cumulative sales of INR 4.03 trillion, including exports of INR 2.57 trillion, from the start of the performance period in the financial year 2022-23(Apr-Mar) through June, it said.

"Companies such as Sun Pharmaceutical Industries Limited (Ltd.), AurobindoPharma Limited (Ltd.), Dr. Reddy's Laboratories Limited (Ltd.), Lupin Limited (Ltd.), Cipla Limited (Ltd.), Intas Pharmaceuticals Limited (Ltd.), Torrent Pharmaceuticals Limited (Ltd.) have expanded their capacities to manufacture complex generics, biosimilars, auto-immune medicines and other high value pharmaceuticals," said the press release.

The PLI scheme for medical devices also facilitated the commencement of production of 57 unique medical devices, including magnetic resonance imaging machines, computed tomography scanners, cath labs, linear accelerators, C-arms, mammography machines, ultrasound systems, anaesthesia machines, and heart valves, the department said.  End
