NEW DELHI – The Centre, which has been focusing on infrastructure spending, is also working on nudging states to increase their productive spending, Expenditure Secretary V. Vualnam said Thursday. "So (there is) a focus on a thing like capital expenditure, which is a well-established fact that it is an important physical foundation for economic growth. Beyond that, we are also working with state governments to incentivise them towards more productive expenditure, he said at an event organised by the Public Affairs Forum of India.
The Centre has increased its focus on infrastructure by more than quadrupling its capital expenditure in the last eight years.
He said there is an outcome monitoring framework to ensure that social sector investments have the desired outcomes. "The social sector is also at the same time growing, something we cannot ignore," he added.
Vualnam said the focus on fiscal prudence, especially in the last few months when the external sector has been unpredictable and volatile, has provided a very strong foundation to achieve the Viksit Bharat goal by 2047. "So fiscal prudence is something that would give us the foundation as we move forward as a country looking at Viksit Bharat," he said.
The government is also aiming to use information technology to channel funds toward social sector schemes and subsidies. "The government is looking at how agri-stack can be used in the distribution of fertilisers. So, it is better targeted because we spend a lot on fertilisers, especially in India. How it goes to the exact farmers depending on the land that he is cultivating, depending on the crops that he is cultivating," Vualnam said. End
