NEW DELHI – India has proposed two new working groups under its presidency of BRICS to deal with emerging issues on international taxation. "The scoping documents for the first group, for the two new working groups are ready. They are the product of several months of drafting, consultation and revision," Revenue Secretary Arvind Shrivastava said Wednesday. The two working groups are--International Taxation and Transfer Pricing, and Revenue Statistics, Finance Minister Nirmala Sitharaman said at BRICS Tax Heads Meeting under India BRICS Presidency.
"I want to say something plainly about the issues that these working groups seek to deal with. Transfer pricing disputes cost developing country administrations disproportionately. Revenue frameworks that don't fit our fiscal realities distort how we are seen and how we see ourselves," Sitharaman said.
The international taxation and transfer pricing working group creates a permanent platform for sharing experience on treaty interpretation, transfer pricing audit, Advance Pricing Agreement and Mutual Agreement Procedure mechanisms and the multilateral negotiations including United Nations Framework Convention on International Tax Cooperation, where our collective voice is needed and currently insufficient," Shrivastava said.
Tax experts believe that by streamlining compliance, enhancing dispute resolution, and investing in tax authority capacity, India can foster a business-friendly transfer pricing ecosystem. "The Tax Support Network, whose MOU we will sign today, reaffirms our administrations' commitment to promoting ease of doing business across BRICS countries. The Tax Experts have reviewed and refined these over the past two days. They are now ready for your endorsement as tools for use," Sitharaman said.
She also said that the rules of international taxation are being renegotiated, including the UN Framework Convention on International Tax Cooperation. "The decisions made in these processes over the next few years will shape cross-border taxation for a generation. BRICS economies--as source jurisdictions, as large developing economies, as countries that have built significant domestic tax capacity from a low base--have a perspective on those negotiations that is essential to their fairness and their durability," Sitharaman said.
Shrivastava said, "The revenue statistics working group creates a framework for measuring fiscal performance that reflects reality rather than importing assumptions from the frameworks which are built for different economies." End
