NEW DELHI – The BRICS countries, in the New Delhi Declaration adopted at the 18th BRICS Summit here Saturday, voiced serious concern over the rise of unilateral tariffs and non-tariff measures that distort trade and are inconsistent with World Trade Organization rules. The member nations also condemned the imposition of unilateral coercive measures that are contrary to international law.
The Declaration called for working together to enhance the WTO's responsiveness to trade disruptions and stressed the use of dialogue, diplomacy, and a multilateral approach to addressing international disputes.
India is hosting the 18th BRICS Summit on Saturday and Sunday. India's chairship is guided by the theme "Building for Resilience, Innovation, Cooperation and Sustainability". The BRICS group comprises 11 countries--Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa, and the United Arab Emirates.
The proliferation of trade-restrictive actions threatens to further reduce global trade, disrupt global supply chains, and introduce uncertainty into international economic and trade activities, it said. The declaration comes at a time when several countries across the world are reeling under US President Donald Trump's sweeping tariffs on imports.
GLOBAL CONFLICTS
The members also expressed deep concern over the continued escalation of tensions in West Asia and called for exercising maximum restraint, as well as avoiding actions that could further aggravate the situation. The war in West Asia broke out on Feb. 28 after the US and Israel jointly attacked Iran and since then, has severely hurt global energy supplies and economic stability. The declaration is significant as there were major differences between Iran and the UAE as they are on opposite sides of the conflict.
"We encourage increasing efforts, through dialogue and diplomacy, towards a longterm understanding that will contribute to lasting peace, security and stability in the region. We stress the need to work together to maintain smooth flow of global trade, supply chains and energy, in accordance with applicable international law," the Declaration said.
The BRICS countries also expressed concern over the growing risks of nuclear danger and conflict, reiterating the need for invigorating the system of disarmament, arms control, and non-proliferation and for preserving its integrity and effectiveness to achieve global stability and international peace and security.
The Declaration also strongly condemned terrorism in all its forms and specifically condemned the Apr. 22, 2025 terrorist attack in Pahalgam, Jammu and Kashmir, which killed 26 people. "We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe haven," it said.
The members also expressed deep concern over the continued violence in Gaza despite the ceasefire agreement of October 2025. "We call for halting any policies aimed at forced displacement of Palestinians from Gaza Strip and express concern regarding arrangements that may prejudice the inalienable rights of the Palestinian people and legitimize or prolong occupation," the Declaration said.
CROSS-BORDER MECHANISMS
The nations reaffirmed their push for deeper economic cooperation and called for further work on a cross-border payments system, including linkage between payment and messaging systems and increased use of local currencies for trade settlements and investment. The members encouraged building on the ongoing work to facilitate practical solutions for cross-border payments, which are quick, low-cost, more accessible, efficient, transparent, and safe.
"...we acknowledge the work done to study the cross-border interoperability of payment and messaging channels, and the discussions on promoting trade settlements and investments using BRICS local currencies, while respecting national priorities and acknowledging that there is no one-size-fits-all approach," the Declaration said. At the previous summit in 2025, the bloc had resolved to increase interoperability of its payment systems to make cross-border transactions more efficient.
The members acknowledged the work done under the BRICS Rapid Information Security Channel and BRICS Fintech Working Group in adopting emerging markets and developing economies-centric approach to assess the opportunities and risks posed to the financial sector by new technologies, including artificial intelligence. "We welcome the BRICS Central Bank Hub for Capacity Building aimed at building expertise in emerging areas of central banking," the Declaration said.
The BRICS will continue technical-level efforts on the New Investment Platform, the Declaration said. "We note the constructive technical discussions held among members on the establishment of a dedicated study group under the BRICS Finance Track as a platform for technical dialogue and knowledge-sharing," it said. It also said the members want a consensus-based, phased and member-driven approach, while respecting national sovereignty, diverse regulatory frameworks and existing institutional mandates.
BRICS nations proposed to build a more self-reliant BRICS insurance ecosystem to support trade among members. Underscoring the need for strengthening international cooperation, BRICS members reaffirmed their commitment to fostering inclusive, mutually beneficial and development-oriented partnership with partner countries. "We encourage their increasing participation in BRICS engagements and practical cooperation in areas of shared interest," the Declaration added.
Further, China and Russia, as permanent members of the United Nations Security Council, reiterated their support for Brazil and India to play a greater role in the UN, including its Security Council. The BRICS countries reiterated their support for a "comprehensive reform of the UN, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council's memberships." The UN Security Council has five permanent members--China, France, Russia, the UK and the US. Each permanent member holds veto power over resolutions.
The 18th BRICS Summit is being attended by Russian President Vladimir Putin, Chinese President Xi Jinping, Iranian President Masoud Pezeshkian, South African President Cyril Ramaphosa and Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, among others. The chairship for BRICS 2027 has been passed on to China. End
