NEW DELHI – A good monsoon and a productive Monsoon Session of Parliament will ensure India's growth remains on the right track, Prime Minister Narendra Modi said Monday, ahead of the start of the Monsoon Session. "If both (monsoon and Monsoon Session) are proactive, then it is very productive for the progress of the economy and the well-being of citizens," he said.
The Monsoon Session of Parliament will run from Monday to Aug. 13. It comes against the backdrop of India emerging from its worst energy crisis in decades, owing to the war in West Asia.
According to Modi, India has faced many challenges due to the West Asia war, particularly on energy availability, and has emerged from each while maintaining steady growth momentum. The Indian economy grew 7.7% in 2025-26 (Apr-Mar), reflecting its macroeconomic strengths, Modi said.
He urged members of the Parliament to collectively and unitedly participate in debates and discussions to bring about reforms that will support India's domestic sector amid the exogenous pressures.
The government has listed five new bills for introduction during the session. On top on the agenda is the Income Tax (Amendment) Bill, 2026, which will replace the ordinance brought last month. To attract foreign investment and shore up foreign exchange reserves, the government had exempted foreign institutional investors from paying capital gains tax on investment in government bonds. The government also exempted FIIs from paying any withholding tax on interest on such investments.
The other bills are the Supreme Court (Number of Judges) Amendment Bill, 2026, which seeks to increase the number of judges in the top court from the present 33 to 37 (excluding the Chief Justice of India), the Registration of Births and Deaths (Amendment) Bill, 2026, which seeks to make provisions of delayed registration more stringent, the Prevention of Insults to National Honour (Amendment) Bill, 2026, to make the intentional insult of, or disruption during the singing of the national song Vande Mataram a punishable offence.
The government will also table the Micro, Small and Medium Enterprises (MSMEs) Development (Amendment) Bill, which seeks to line up the 2006 Act with the evolving MSME landscape, improve ease of doing business, strengthen mechanisms for addressing delayed payments, and enable enforcement of arbitral awards for micro and small enterprises.
Apart from these, the government has listed the Foreign Contribution (Regulation) Amendment Bill, which was introduced during the Budget session, and the Viksit Bharat Shiksha Adhisthan Bill, 2025, which is currently under the consideration of a Joint Committee of both Houses. The finance ministry is also considering introducing the first batch of Supplementary Demands for Grants and the Securities Markets Code Bill during the Monsoon Session.
The government last tabled a Supplementary Demands for Grants in the Monsoon session of Parliament during the pandemic-riddled financial year 2021-22 (Apr-Mar). Since then, the government has lowered supplementary demands to two each year – first during the Winter session and second in the Budget session, citing improved budget management. End
