Govt bans commercial buyers from buying petrol, diesel at retail outlets

MUMBAI – The Ministry of Petroleum has restricted institutional and commercial buyers from buying petrol and high-speed diesel from retail pumps. The restriction is valid for 90 days, the ministry said in a notification Thursday.
Retail outlets are restricted from selling high-speed diesel in quantities over 200 litres per buyer and can dispense the fuel only into a vehicle tank or Petroleum and Explosives Safety Organisation-approved containers, the notification said. The ministry directed institutional and commercial buyers to procure fuel products from their own consumer outlets.
The purchase of higher-speed diesel and petrol by institutional and commercial users from retail outlets has led to abnormal increases in sales, the ministry said. Moreover, this has led to disparities between retail and bulk prices, fuel shortages at pumps, and disruptions to services for common citizens, the ministry said.
The government might issue a special order to exempt any consumer, class of consumers, area, or transaction from the above restrictions, the ministry said. The ministry directed the state governments and Union territories to implement the order, including taking action against hoarding, black marketing, unauthorised procurement, diversion and other malpractices relating to retail fuels.
