India health insurance coverage rises to over 44% in 2025 vs sub-20% in FY18

NEW DELHI – India has seen a substantial improvement in health insurance coverage between the financial year 2017-18 (Apr-Mar) and 2025, a report released Monday by the statistics ministry said. The health insurance coverage has improved to 47.4% of the population in rural areas and 44.3% of the population in urban areas in 2025. In FY18, India's health insurance coverage was just 14.1% in rural parts and 19.1% in urban areas, according to the report titled "Household Social Consumption: Health".
The survey on "Household Social Consumption: Health" constitutes a significant source of empirical data, providing insights into the prevalence of morbidity, the spectrum of ailments reported by households, and the patterns of healthcare utilisation across the Indian population, the Ministry of Statistics & Programme Implementation said. The latest survey was conducted during Jan-Dec 2025.
According to the report, the estimated average out-of-pocket medical expenditure per hospitalisation case, excluding childbirth, was INR 34,064 in 2025. In rural areas, the estimated average out-of-pocket medical expenditure per hospitalisation case was INR 31,484 while in urban areas, it was INR 38,688, as per the report.
Of this, the average expenditure per hospitalisation case in public hospitals and health facilities was INR 6,631 at the all-India level. According to the report, half of the hospitalised cases treated in public hospitals involved spending of INR 1,100 or less. End
