World Bank, ADB disbursed INR 51 bln loans to Andhra for developing Amravati

NEW DELHI – The Central government has facilitated multilateral loans worth $800 million each from the World Bank and the Asian Development Bank for the development of Andhra Pradesh's capital, Amravati, and the two multilateral funding agencies have already disbursed INR 51.20 billion, Minister of State for Finance Pankaj Chaudhary said Tuesday. 

 

"Together, these loans ($1.6 billion) account for approximately 90% of the amount mentioned in the Budget announcement," Chaudhary said in a written response to a question in Rajya Sabha. "These loans are structured under the Program-for-Results modality, wherein disbursements are linked to the achievement of pre-defined results and agreed indicators," the minister said. 

 

The Centre-backed loan for the state government relates to the announcement by Finance Minister Nirmala Sitharaman in the Budget for 2024-25 (Apr-Mar) that the Centre will facilitate loans to the state for the development of Amravati following the state's separation from Telangana.

 

"...  our government has made concerted efforts to fulfil the commitments in the Andhra Pradesh Reorganisation Act," Sitharaman had said in her Budget speech. "Recognising the state's need for a capital, we will facilitate special financial support through multilateral development agencies. In the current financial year, an amount of Rs 15,000 crore (INR 150 billion) will be arranged, with additional amounts in future years." 


The remaining portion – up to INR 15 billion - has been approved by the Centre as a Special Assistance Grant to Andhra Pradesh, Chaudhary said. The Centre has released INR 7.50 billion under this till January 2026, he added.  End
