NEW DELHI - India's goods and services tax collections grew 6.1% on year to INR 1.746 trillion in December, excluding cess collections, government data released Thursday showed. GST mop-up rose on year in December even after including cess collections, having declined in November.

Includng cess, the government collected INR 1.791 trillion as GST, up 1.3% on year. In November, GST collections including cess had declined 4.0% on year to INR 1.750 trillion. That was the first time GST collections, including cess, fell on year since August 2020. Excluding cess collections, GST revenue rose 0.7% on year to INR 1.703 trillion in November.

The GST Council had in September lowered taxes on several goods and reduced the tax slabs to two – 5% and 18% – from four earlier. The Council also removed the compensation cess from all items, except tobacco products. As a result, the government's cess collection fell sharply to INR 45.51 billion in December against INR 123.01 billion a year ago.

On Wednesday, the government said that GST compensation cess levy on tobacco and related products would be discontinued from Feb. 1. The government has instead imposed an excise duty on cigarettes in the range of INR 2,050-INR 8,500 per thousand sticks based on the length and type of the product, effective from Feb. 1.

Central GST collection in December was INR 342.89 billion, higher than INR 328.36 billion a year ago. State GST collection was INR 413.68 billion last month, higher than INR 404.99 billion collected in December 2024. Integrated GST mop-up was INR 988.94 billion, up from INR 912.21 billion a year ago.

Domestic GST revenue grew just 1.2% on year in December to INR 1.226 trillion, while import revenue increased 19.7% on year to INR 519.77 billion. GST revenue, net of refunds and excuding cess, rose 2.2% on year to INR 1.456 trillion in December. Refunds, excluding for cess, during the month rose 30.9% on year to INR 289.80 billion. The post-settlement revenue of states was INR 795.84 billion in December, up 6% on year.  End
