Govt imposes safeguard duty on imports of select steel products for 3 years

MUMBAI – The government has imposed a safeguard duty of up to 12% on imports of certain non-alloy and alloy steel flat products for a period of three years, citing a surge in imports, which has caused serious injury to domestic producers.
According to a notification by the Ministry of Finance on Tuesday, the duty will apply to products such as hot rolled coils, sheets and plates, cold rolled coils and sheets, metallic coated steel, and colour coated steel falling under tariff headings 7208 to 7226. The safeguard duty will be levied at 12% from Apr. 21, 2025 to Apr. 20, 2026, 11.5% in the second year, and 11% in the third year ending Apr. 20, 2028.
The move follows final findings by the Directorate General of Trade Remedies, which concluded that a recent, sudden and sharp increase in imports of these steel products had caused and threatened to cause serious injury to the domestic industry. Based on these findings, the directorate had recommended the imposition of a safeguard duty for three years from the date of provisional levy.
The government clarified that no safeguard duty would be imposed if imports are priced at or above specified threshold prices, which range from $675 per tonne for hot rolled coils to $964 per tonne for colour coated coils and sheets.
Imports from certain developing countries have been exempted, subject to country- and product-specific exclusions, while products such as stainless steel, electrical steel, tinplate and aluminium-coated steel have been kept outside the scope of the duty. The notification comes after the expiry of a provisional safeguard duty that was imposed for 200 days starting Apr. 21, 2025. End
