PM asks states to boost mfg, svcs sectors, calls for 10-yr actionable plans

NEW DELHI – Prime Minister Narendra Modi has called on states to encourage manufacturing and improve ease of doing business to strengthen the services sector in the country. At the fifth national conference of chief secretaries, Modi said every state must create 10-year actionable plans based on discussions at the conference with one-, two-, five-, and 10-year target timelines where technology could be used for regular monitoring.
Modi urged the Centre and states to jointly identify 100 products for domestic manufacturing to reduce dependence on imports and strengthen economic resilience, in line with the vision of 'Viksit Bharat'. Modi said that India must pursue self-reliance with zero defect in products and minimal environmental impact, "making the label 'Made in India' synonymous with quality and strengthen our commitment to 'Zero Effect, Zero Defect'," the Prime Minister's Office said in a release Sunday.
"This conference of Chief Secretaries has taken place at a time when India is witnessing next-generation reforms," Modi said in a post on X, formerly Twitter. "India has boarded the Reform Express and the primary engine of this Reform Express is India's youth, our demography. That is why, it is our endeavour to empower this demography." With nearly 70% of the population in the working-age group, this created a unique opportunity that could significantly accelerate India's journey towards becoming a developed economy, Modi said.
The prime minister said that India would soon launch the National Manufacturing Mission and states must accord this top priority and create infrastructure to attract global companies. States must also focus on ease of doing business, especially with respect to land, utilities, and social infrastructure, Modi said. In the services sector, Modi said states should give greater emphasis to areas such as healthcare, education, transport, tourism, professional services, and artificial intelligence to make India a "global services giant". Modi also emphasised the need to map skill demand at the state and global levels to better design skill development strategies.
India, Modi said, needs to shift to high-value agriculture, dairy, and fisheries with a focus on exports. He pointed out that the PM Dhan Dhanya Scheme had identified 100 districts with lower productivity. Similarly, in learning outcomes, states must identify the lowest 100 districts and work on addressing the issues around the low indicators.
For the livelihoods of youth, the prime minister said India had the potential to be among the top global tourist destinations. He urged states to prepare a roadmap to create at least one global-level tourist destination and nourish an entire tourist ecosystem. End
