Need long-term plan to tackle air pollution in Delhi-NCR, says Supreme Court

NEW DELHI – The Supreme Court Wednesday said that the air pollution crisis has become an annual feature in Delhi-National Capital Region and a long-term plan needs to be evolved to tackle the issue. The apex court asked the Commission for Air Quality Management in Delhi-National Capital Region to revisit its plan and address the issues relating to urban mobility, cleaner industry and energy, stubble burning, and modes and manner of incentivising farmers to stop stubble burning.

 

In addition, the commission should address issues related to regulation of construction activities and provision of alternative employment when these activities are suspended, pollution generated from household activities and measures, increasing green cover, citizen awakening programme and the voluntary giving up of activities contributing directly or indirectly to air pollution. The commission should also address issues related to strengthening the public transport system and ensuring citizen-centric approach. The bench, led by Chief Justice of India Surya Kant, said a coordinated effort by the Delhi, Uttar Pradesh, Rajasthan and Haryana governments is needed for constitution of a body for the entire national capital region to tackle air pollution.

 

The top court was hearing a case on rising air pollution levels in Delhi-National Capital Region and the issue of stubble burning in the neighbouring states. The apex court directed the Municipal Corporation of Delhi to consider temporarily suspending toll collection at nine toll plazas at the national capital's entry points as vehicles stuck for hours on the borders were contributing to the air pollution. The court asked the National Highways Authority of India to examine the possibility of shifting the nine toll collection booths operated by the municipal corporation to locations that can be manned by the highways authority and diverting part of the toll collected by it to the corporation to compensate for the percieved loss.  End
