Govt, ADB sign $2.2 bln loan pacts for development projects in India

NEW DELHI – The government and the Asian Development Bank Monday signed five loan agreements totalling $2.2 billion for various developmental projects in India. The financing will advance initiatives under India's national flagship programmes in skilling and rooftop solar deployment along with projects supporting healthcare, metro rail development and ecotourism promotion across three states, the finance ministry said in a release. 

 

The agreements include $846 million loan for Pradhan Mantri Skilling and Employability Transformation plan through upgraded industrial training institutes, $650 million loan for rooftop solar systems development programme, $398.8 million loan for Assam state tertiary health care augmentation project, $240 million loan for Chennai Metro Rail investment project, and $77 million for integrated ecotourism and sustainable agri-based livelihood development in Meghalaya. 

 

ADB financing for Pradhan Mantri Skilling and Employability Transformation plan will help create a future-ready workforce for India's manufacturing and emerging technology sectors. Under this, the government will modernising 650 industrial traning institutes across 12 states and upgrade five National Skill Training Institutes into centres of excellence for advanced trainer development. "This will help deliver demand-driven courses in high-growth sectors such as renewable energy, electric mobility and advanced manufacturing, improving employability for at least 1.3 million youth," the ministry said. 

 

ADB's loan for the rooftop solar systems development programme will support Pradhan Mantri Surya Ghar: Muft Bijli Yojana, accelerating rooftop solar adoption across the country and expanding access to clean, affordable energy for 10 million households by 2027. 

 

The loan support to Assam state tertiary health care augmentation project will help address critical gaps in the state's health system and shortages in tertiary care by modernising healthcare and medical education systems. This will include modernising medical colleges in Guwahati, Dibrugarh, and Silchar to serve as centres of excellence under Srimanta Sankaradeva University of Health Sciences. 

 

The $240 million loan for Chennai metro rail project is the second tranche of ADB's $780-million financing facility for it, approved in 2022 and follows the initial $350 million loan under the first tranche. Construction under this tranche is expected to be completed by mid-2028.

 

Lastly, the loan for ecotourism and sustainable agri-based livelihood development project in Meghalaya will help integrate nature-based tourism with climate-smart farming and forest conservation, generating economic opportunities for more than 8,000 local people, including women and Indigenous communities, the release said.  End
