India's unemployment rate falls to 4.7% in November, lowest since April

NEW DELHI – India's unemployment rate for people aged 15 years and above fell to 4.7% in November, the lowest since April, with joblessness moderating in urban as well as rural areas, according to the monthly Periodic Labour Force Survey from the Ministry of Statistics and Programme Implementation released Monday. The unemployment rate was 5.2% in October.

 

The statistics ministry started releasing unemployment data on a monthly basis for rural and urban areas earlier this year with the first data for April. Previously, the ministry only released quarterly urban unemployment data and annual data for urban and rural areas.

 

The unemployment rate in urban areas fell to 6.5% last month from 7% in October. For rural areas, it fell to the series low of 3.9% in November from 4.4% in October. 

 

Unemployment rates for both males and females aged 15 years or more fell sharply in November. Among females, the rate fell to 4.8% from 5.4% in October. For males it declined to 4.6% from 5.1%. 

 

The labour force participation rate-–the percentage of persons working or seeking or available for work--rose to 55.8% in November, the highest since April. It was 55.4% in October. The labour force participation rate was higher in rural areas at 58.6% compared with 50.4% in urban areas. The worker population ratio, which is the percentage of employed persons in the population, increased to 53.2% in November, also the highest since April, from 52.5% a month ago.


"Unemployment rates showed a steady and broad-based decline across male, female, and all persons during April–November 2025," the ministry said in a release. "Overall, the trends suggest strengthening labour market conditions, supported by gains in rural employment, rising female participation, and a gradual recovery in urban labour demand."  End
