NEW DELHI – The Indian government's fiscal deficit rose 10% on year to INR 8.251 trillion in Apr-Oct, data released Friday by the Controller General of Accounts showed. At INR 8.251 trillion, the deficit in the first seven months of this fiscal accounted for 52.6% of the Budget estimate for 2025–26 (Apr-Mar). The fiscal deficit in Apr-Oct last year had accounted for 46.5% of the target for FY25.

The government's total expenditure rose 6.1% to INR 26.256 trillion during Apr-Oct, while total receipts increased 4.5% to INR 18.005 trillion. Capital expenditure jumped 32% on year to INR 6.177 trillion in the first seven months of FY26. With this, the government has met 55.1% of its capital expenditure target for FY26.

Non-tax revenue in Apr-Oct was INR 4.891 trillion, 22.5% higher from a year ago, largely because of the record high surplus transfer of INR 2.69 trillion by the Reserve Bank of India in May. Net tax revenue, on the other hand, fell 2.4% to INR 12.743 trillion during the period. The government's gross tax collections in Apr-Oct inched up only 4% to INR 21.144 trillion.

For October, the government registered a fiscal deficit of INR 2.520 trillion, down 8.8% on year. This was on account of an 11?ll in total expenditure to INR 3.223 trillion, primarily due to a 28.3?cline in capital expenditure to INR 370 billion. The government's revenue expenditure decreased 8.2% to INR 2.853 trillion in the month.

Total receipts also fell 18.4% to INR 703 billion in October, out of which, revenue receipts were down 17% at INR 679.34 billion. But the net tax mop-up increased 12.9% to INR 449 billion during the month. Meanwhile, non-tax revenue fell 45.3% to INR 230 billion.

The Controller General of Accounts detailed the government's accounts for October and Apr-Oct as follows (in INR billion):
