Government body recommends anti-dumping duty on soda ash from US, Russia, Iran

NEW DELHI – The Directorate General of Trade Remedies has recommended an anti-dumping duty on soda ash imported from the US, Russia, Iran, and Turkey for a period of five years to prevent dumping of the product and the consequent injury to the domestic industry, according to a government notification. Soda ash or disodium carbonate is a salt of carbonic acid that is used for glass manufacturing. It is also used in detergents, soaps, and paper. 

 

The Directorate General of Trade Remedies initiated an investigation in September 2024 to assess the scale of injury to the domestic industry caused by the cheap imports of the product from these four countries. "The product under consideration has been exported to India at a price below the normal value, resulting in dumping," the notification said. "The authority finds anti-dumping measures necessary to safeguard the domestic industry, ensuring fair competition while balancing consumer and public interest," it added.

 

The investigation arm of the commerce ministry recommended an anti-dumping duty of $17-$113 per tonne on soda ash. As per standard procedure, the finance ministry will take the final call on the anti-dumping duty. 

 

There has been a history of anti-dumping investigations and measures imposed on soda ash from various countries. The first anti-dumping investigation was initiated in July 1999, and anti-dumping duty was imposed in 2000 against the import of soda ash from China. Thereafter, there were restrictions on imports of the product from the European Union, Kenya, Pakistan, Iran, Ukraine, the US, Turkey, and Russia. End
