NEW DELHI – US President Donald Trump Friday signed an executive order which mandates companies to pay a fee of $100,000 per year to hire foreign workers under the H-1B visa programme, effective Sunday. The order said companies exploited the H-1B visa programme to replace US workers with lower-paid, lower-skilled foreign workers.
"The H-1B non-immigrant visa program was created to bring temporary workers into the United States to perform additive, high-skilled functions, but it has been deliberately exploited to replace, rather than supplement, American workers with lower-paid, lower-skilled labor," the order said.
The new visa rule can limit opportunities for Indian workers in the US if companies don't pay the $100,000 fee. Indian technology and consulting firms such as Infosys, Wipro, and Tata Consultancy Services have used the programme to send Indian engineers, developers, consultants for projects in the US.
The number of foreign science, technology, engineering, and maths workers in the US more than doubled between 2000 and 2019 to almost 2.5 million, while overall employment in this field increased only 44.5% during that time, the order said. "Among computer and math occupations, the foreign share of the workforce grew from 17.7 percent in 2000 to 26.1 percent in 2019. And the key facilitator for this influx of foreign STEM labor has been the abuse of the H-1B visa."
Trump also announced a "gold card" for individuals for $1 million and $2 million dollars for corporations for an immigrant visa using an expedited process. "For far too long, we have had millions of Illegal Aliens pouring into our Country, and our Immigration System was broken," Trump said in a post on Truth Social platform. The president said "THE TRUMP GOLD CARD" will generate over $100 billion and the money will be used for reducing taxes, pro-growth projects, and re-paying debt. End
