Govt releases maiden district-level data on non-agri informal businesses

NEW DELHI – Around one-third of all districts in India have over 100,000 unincorporated establishments in every district, according to data on unincorporated non-agricultural sector released by the Ministry of Statistics and Programme Implementation Thursday. The ministry has released the maiden district-level estimates for the sector using the annual survey of unincorporated sector enterprises 2025.

 

The top 10 districts, in terms of unincorporated establishments, cumulatively account for about one-tenth of the total establishments, workers, and gross value added generated by the sector, the survey showed. These top 10 districts are in Gujarat, Telangana, Uttar Pradesh, and West Bengal. Whereas the top 50 districts capture nearly one-third of the total establishments, workforce, and gross value added, the ministry said.

 

North Goa, Puducherry, and Dadra & Nagar Haveli were among the top three districts with the highest percentage of contribution in total unincorporated business within states or Union Territories, according to the ministry. These districts contribute 77.66%, 76.64%, and 65.48%, respectively, to the total informal business within states or Union Territories.

 

The estimates also highlighted regional patterns in female entrepreneurship. The top 10 districts with the highest share of female-led unincorporated establishments are located in Telangana, Manipur, and Meghalaya. In Mizoram alone, female-owned proprietary establishments account for at least 50% of establishments in each district, the ministry said. The top 10 districts spread across Telangana, Manipur, Meghalaya, and Mizoram contributed the highest share of female workers, it added.

 

The survey shows a district-level portrait of the scale, structure, and economic performance of India's unincorporated non-agricultural sector across states and Union Territories, the ministry said. It used estimates for 757 out of 770 districts available in the sampling frame during sample selection of the annual survey.  End
