Maharashtra to have digitisation of land token asset act soon, says Fadnavis

MUMBAI – Maharashtra is moving ahead with the architecture of the proposed Maharashtra Digitisation and Exchange of Land Token Asset Act, or DELTA Act, which will provide a legal framework for blockchain-based tokenisation of land and other immovable assets, Chief Minister Devendra Fadnavis said Wednesday. 

 

The state government had estimated that as much INR 50 trillion of value could potentially be unlocked from physical assets, particularly land and real estate, through tokenisation, Fadnavis said while addressing the Global FinTech Fest 2026 in Mumbai. "We are bringing together expertise from SEBI, BSE, NSE, industry, technology, law and academia because innovation at this scale must be accompanied by legal certainty, consumer protection and regulatory trust," Fadnavis said. Maharashtra would soon become the first state in India to create such a legislative framework, he said.

 

On agentic AI, Fadnavis said the technology could give citizens greater ability by providing personalised financial intelligence. An AI assistant could, for example, understand an MSME entrepreneur's cash flows, anticipate working-capital requirements and identify suitable financing options, he said. However, AI systems must operate with human oversight, and citizens must remain in control, he said. "The future of finance must therefore combine intelligence with accountability, innovation with consent, speed with security, and agent with human oversight," Fadnavis said, adding that trust remains the foundation of financial technology.

 

He also stressed the need to prepare for the impact of quantum computing on financial-sector cybersecurity, given its potential to challenge the cryptography underpinning billions of transactions. "If India is going to build one of the world's largest digital economies, we must also aspire to build one of the world's most trusted and resilient digital economies," Fadnavis said.

 

The event also saw announcements on the expansion of key financial institutions in Mumbai's Bandra-Kurla Complex. SEBI is expanding its Bandra-Kurla Complex presence with new infrastructure spread across 16,000 square metre, while the National Stock Exchange has taken two additional plots in the financial district. The Enforcement Directorate is also expanding its operations in Bandra-Kurla Complex.  End
