NEW DELHI – The Ministry of Coal will finalise the selected applicants from the first round of the coal gasification scheme by the end of October or early November, a senior ministry official told Informist Tuesday. Earlier in the day, the ministry said that it had received applications from seven companies in the first round of the scheme for coal and lignite gasification projects.

 

"Basically, we are planning to start the evaluation immediately. And then, basically, we should be, by the end of October-early November, we should be kind of freezing the selected applicants. And then whatever are the formalities in terms of letters of award, whatever needs to be signed and all that will close out before the end of the year," the official said. 

 

About 25 companies had interacted with the ministry before it floated the request for proposals, according to the official. "We have only seven (companies) who have given applications. We expect in the second round we will get an equal number," the official said. The coal gasification scheme has an outlay of INR 375 billion. 

 

Adani Enterprises Ltd. applied for three projects for urea as an end-product, Gallant Ispat Ltd. applied for direct reduced iron and synthetic gas products, NTPC Ltd. applied for synthetic natural gas, Shyam Sel & Power Ltd. applied for syngas, and Talcher Fertilisers Ltd. applied for urea, according to the ministry. The detailed project reports will indicate the size of the investment in the first round, the official said.

 

"So we'll get to know the fine print and the details in a couple of days. Because last evening was the deadline for the applications. So these applications have been uploaded on the portal. So we'll get the hard copies also now. So then the DPRs (detailed project reports) will kind of indicate what is the size of the plant, what are the outlays. And then we'll get an accurate figure to that," the official said. 

 

Under the scheme, the government is offering coal and lignite mines to companies that are interested in producing synthetic gas from coal via a thermochemical process as part of the country's move to promote clean energy use, according to the ministry. The applications received under Round 1 will now undergo detailed evaluation in accordance with the scheme guidelines and the request for proposals, it said. 

 

Notably, the ministry announced the opening of the second round of the scheme on Tuesday. Application windows will open at two-month intervals, providing regular opportunities for eligible entities to participate, according to the ministry. "It's gaining a lot of traction. Because there's a lot of talk of import substitution and the potential for market appetite for all kinds of products which we are importing. Once the first crew gets in, you get seven projects, then the others also develop a lot of interest," the official said. 

 

On May. 13, the Union Cabinet approved the coal and lignite gasification scheme to promote the conversion of domestic coal and lignite into higher-value products such as syngas, methanol, ammonia, urea and hydrogen. End
