NEW DELHI – Making a pitch for investments in Gujarat, Chief Secretary Manoj Kumar Das Monday said the state government plans capital expenditure of around INR 30 trillion over the next 10 years to drive economic growth in the state. The state's GDP has been growing at a faster pace than the country's GDP, and that will be the case in the financial year 2026-27 (Apr-Mar) as well, Das said at the curtain-raiser event here for the Vibrant Gujarat Summit to be held in January.
Within states, capital expenditure as a share of total expenditure is highest in Gujarat at 30.3%, data show. It has a total expenditure outlay of INR 4.08 trillion for FY27. The state is targeting a fiscal deficit of 2% of GSDP in FY27, 10 basis points higher than 1.9% in FY26.
According to the chief secretary, the state has ensured robust investments to drive growth while ensuring fiscal discipline, which makes Gujarat stand out in terms of its investment-friendliness. NITI Aayog has also named Gujarat as the top investment-friendly state, driven by its infrastructure growth, healthy fiscal performance, and policy certainty.
"The state's score is driven by its strong performance across infrastructure, business climate, financial health, regulatory ease, and government policy pillars, with areas of improvement in the resources, institutional environment, and environment resilience pillars," NITI Aayog had said.
The state is confident of achieving its target of a $3.5 trillion economy by 2047, Das said.
Deputy Chief Minister Harsh Sanghavi, who was also present, said Gujarat has grown at a compounded annual growth rate of around 14%. This steady growth will give dividends to investors who will put money in the state, he said. As such, almost 17% of total foreign direct investment in India is directed to Gujarat, he added.
The Vibrant Gujarat Summit, scheduled from Jan. 11-13, will include the inauguration of key industrial projects in the state, investor-to-investor meetings, signing of memoranda of understanding for various projects, industrial visits, and international partnerships, especially with economies with which India has free trade agreements.
The summit was conceptualised in 2003 and has now evolved into one of the more reputed global forums for business networking, knowledge sharing, and strategic partnerships for inclusive growth and sustainable development, Chief Minister Bhupendra Patel said. The state is working on an industrial policy which will further help to promote the ease of doing business and also entail a lot of sector-specific incentives to drive higher investments, he said.
