MUMBAI – The Securities and Exchange Board of India said Monday in a circular that it has decided to create an index that would capture the functioning and resilience of information technology systems of market infrastructure institutions. These institutions encompass stock exchanges, clearing corporations, and depositories.

 

As per the parameters laid out in SEBI's circular for computing the IT Resilience index of these institutions, security and availability will have 20% weightage each in the index while governance, business continuity, modularity and flexibility, and integrity will have 10% weightage each. The market regulator has directed the industry standards forum of market infrastructure institutions to finalise the detailed measurement criteria for each parameter of the index by Nov. 30.

 

As per the circular, the industry standards forum is required to submit to SEBI by Jan. 31 the standard operating procedures. SEBI said in its circular that market infrastructure institutions have already implemented the beta version of the IT Resilience index framework. The markets regulator has directed these entities to operationalise the final framework for the index by Feb. 28.

 

The computation of the index will have to be completely system-driven, without any scope for manual intervention, according to SEBI's circular. The institutions will compute the index from IT systems, or data extracted from them. SEBI further said in the circular that the market infrastructure entities must compute the index on a half-yearly basis, within a period of 60 days from the end of each half year on a rolling basis.  End
