Government notifies BHAVYA Rasayan Scheme for three chemical parks

NEW DELHI – The government has notified the BHAVYA Rasayan scheme for setting up three dedicated greenfield chemical parks to boost domestic production capacity, reduce imports, and attract investment in the chemical value chain. The scheme, approved by the Cabinet on Jul. 24, will be operational for five years from 2026-27 (Apr-Mar) to FY31 with an outlay of INR 30.30 billion, according to a notification issued by the Department of Chemicals and Petrochemicals on Monday.

 

Each of the three chemical parks will have a minimum contiguous and encumbrance-free land area of 8 square kilometres. The government will provide financial assistance for common infrastructure and basic utilities, including effluent treatment plants, water supply, solvent recovery, and distillation facilities, steam generation and distribution systems, logistics facilities, laboratories, and emergency response centres.

 

Financial assistance will be capped at INR 10 billion per park, subject to the concerned state mobilising at least INR 500 billion. "Any additional expenditure incurred towards the establishment of the chemical park beyond the financial assistance provided under the scheme shall be borne by the concerned state government," the notification said.

The three parks will be selected through a challenge route based on quantitative and qualitative parameters, including strategic relevance, project viability, implementation plan, financial soundness, policy alignment, and long-term sustainability.   End
