SEBI proposes to bring bullion ETF vault managers under common regulation

MUMBAI – The Securities and Exchange Board of India proposed bringing vault managers of gold and silver exchange-traded funds and other physically settled derivatives of gold and silver under a common regulation. Currently, the SEBI (Vault Managers) Regulations, 2021, regulate only vault managers dealing with gold deposits related to electronic gold receipts.

 

"... a review of the regulatory framework is proposed to establish a harmonised vaulting regime applicable to all physical bullion including gold, silver and such precious metals, which are the underlying of SEBI Regulated products and are held pursuant to SEBI regulatory requirements," the regulator said in a consultation paper. SEBI has invited comments on the proposals by Sept. 1.

 

SEBI has proposed several changes to regulations to include all kinds of vault managers dealing with bullion storage. This will ensure standards for vault managers are consistent, SEBI said.

 

SEBI proposed to increase the minimum net worth requirement to be registered as a vault manager to INR 750 million from INR 500 million. Further, it widened the scope for safeguard measures to include protection against terrorism and cyber attacks.  End
