TRAI launches revamped MyCall application, rules out penalties for telecom companies

NEW DELHI – About nine years after its introduction, the Telecom Regulatory Authority of India Monday launched a revamped version of the MyCall mobile application with new and enhanced features, multilingual support, and compatibility with Android 12+ devices. The application, which allows users to report their voice calling experience through a five-star rating system, will help telecommunication service providers to technically optimise their networks, TRAI Chairman Anil Kumar Lahoti told reporters at the launch.
The feedback from customers is visible to telecom service providers as well as TRAI in an anonymised form. It provides valuable insights to the service providers, helping them to identify areas where network performance needs improvement and take targeted corrective measures, the regulatory body said in a press release.
Lahoti said TRAI engages in periodic monitoring of networks and holds regular meetings with service providers on the quality of service performance, wherein this feedback would serve as important data. "...Wherever we are finding problem areas, we will certainly take up those issues with the service providers and where we find it is relevant, we can certainly ask them to furnish an action plan. However, as regarding punitive action is concerned, this will not be a criteria for punitive action," he said.
According to Lahoti, punitive action has to be based on technical measurable objective parameters which TRAI is generating through network monitoring and drive tests.
While network performance is evaluated using technical quality-of-service parameters, the quality of experience perceived by consumers will provide an important perspective on service performance, the regulatory body said in the release. It added that the mobile application strengthens evidence-based regulatory supervision by enabling TRAI to assess the quality of experience across telecom networks based on actual consumer feedback.
MyCall is currently available for download on Android devices. "The app could not be onboarded on Apple App Store. There were some technical issues, we are in dicussion with Apple. The moment these issues are sorted out, we hope the app will be available on App Store as well," Lahoti said while refraining from elaborating on the technical issues. He also requested that questions from reporters be restricted to the mobile app.
Lahoti said the regulatory body is working to make the feedback data available on its website in due course. "So yes, this data will be, in course of time, become visible, in any case a particular user can see his or her own past rating, etcetera, both on the map as well as in the form of a list on the app itself...," he said. He could not give a timeline for this, however.
Lahoti said the app will continue to remain a voluntary option for telecom service users. Upon download, users can configure the settings to provide their feedback through a pop-up window after every call or visit the app to do the same.
The app collects minimum essential data with every feedback, such as the signal strength and location in terms of latitude and longitude. "So I think there is no concern as far as privacy of the user is concerned. And we do not think it is a wise idea to integrate spam reporting with this app," he said. End
