Govt reshuffles top bureaucrats, appoints new education, mines secretaries

MUMBAI- The government on Thursday reshuffled its major bureaucrats, appointing new secretaries for various ministries. In a notification, the Appointments Committee of the Cabinet announced its approval of various appointments. T.K. Anil Kumar, additional secretary in the Department of Rural Development, Ministry of Rural Development, was appointed secretary of the Department of School Education & Literacy, Ministry of Education.
Katikithala Srinivas, secretary in the Ministry of Housing and Urban Affairs, was appointed as secretary in the Ministry of Development of North Eastern Region. Naresh Pal Gangwar, secretary, Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying, was appointed secretary of the Department of Higher Education, Ministry of Education, in place of Vineet Joshi, who was appointed as secretary in the Panchayati Raj ministry.
Piyush Goyal, secretary, Ministry of Mines, was appointed as Secretary General of the National Human Rights Commission in the rank and pay of secretary to the government of India. Sushil Kumar Lohani, additional secretary, Ministry of Panchayati Raj, was appointed as officer on Special Duty, Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying, in the rank and pay of secretary of the government of India. The officer will take over as secretary of the Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying in place of Naresh Pal Gangwar.
Archana Varma, mission director of the National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, will take over as Mission Director of the same, in the rank and pay of secretary to the government of India, temporarily upgrading the post to secretary level. The officer will take over as secretary, Department of Official Language, Ministry of Home Affairs, replacing Ansuli Arya upon her superannuation on Sep. 30, 2026.
Keshav Chandra, presently in the cadre, was appointed as secretary of the Ministry of Mines in place of Piyush Goyal. D. Thara, additional secretary of the Ministry of Housing & Urban Affairs was appointed as secretary of the Department of Capital Development, Ministry of Housing & Urban Affairs, by operating a vacant secretary level post.
B. Rajender, also presently in the cadre, was appointed director of the Lal Bahadur Shastri National Academy of Administration, Department of Personnel & Training, in the rank and pay of secretary to the government of India by temporarily upgrading the post to secretary level in place of Sriram Taranikanti upon his superannuation of Jul. 31, 2026.
Chandra Bhushan Kumar, presently in the cadre, was appointed secretary of the Ministry of Labour & Employment in place of Vandana Gurnanu upon her superannuation on Jul. 31. Satendra Singh, additional secretary of the Cabinet Secretariat, was appointed secretary of the Department of Urban Development, Ministry of Urban Development, Ministry of Housing & Urban Affairs.
Suchindra Misra, special secretary of the Department of Commerce, Ministry of Commerce & Industry, was appointed secretary, National Commission for Minorities, Ministry of Minority Affairs, in the rank and pay of secretary to the government of India.
The committee has also approved the in-situ upgrade of some officers to the level of special secretary in the rank and pay of secretary to the government of India as a measure personal to them by temporarily upgrading the posts held by them. These include Mritunjay Kumar Narayan, registrar general of India and census commissioner, Ministry of Home Affairs, being appointed as the registrar general of India and Census Commissioner of the same in the rank and pay of secretary to the Government of India.
Santosh Kumar Yadav, chairman, National Highways Authority of India, Ministry of Road and Transport & Highways, was appointed as chairman of the same in the rank and pay of secretary to the government of India by restoring the post to secretary level. Rajeev Singh Thakur, adviser, NITI Aayog, was appointed as adviser of the same in the rank and pay of secretary to the government of India.
Dilip Kumar, director general (training), Ministry of Skill Development & Entrepreneurship, was appointed as director general (training) to the same in the rank and pay of secretary to the government of India. End
