MUMBAI – The slew of measures the Reserve Bank of India had announced on Jun. 5 to boost foreign capital in India attracted inflows worth $20.72 billion from Jun. 8 till Friday, the central bank said in a release Monday, based on data from authorised dealer banks, which include foreign banks. This was more than several market participants had estimated. The data includes inflows from foreign currency non-resident bank deposits, banks' overseas foreign currency borrowing and public sector undertakings' external commercial borrowing. A chunk of these inflows came from foreign currency non-resident bank deposits, at $17.41 billion. This was about 40% of market participants' expectations of $43 billion to be raised through these deposits by Sept. 30--the last day of the RBI's zero-cost swap facility.

 

Banks have raised $1.97 billion through overseas foreign currency borrowings in the same period, the RBI said. External commercial borrowing by public-sector undertakings were $1.34 billion, as per the data. The RBI has set a target of raising $90 billion through a mix of the three facilities by end of 2026, Informist had reported Friday. The central bank last month rolled out a swap window where it will bear the hedging costs of banks converting capital raised through mobilising 3-5 year FCNR(B) deposits. It also rolled out swap facilities for public sector undertakings' external commercial borrowings and banks' offshore foreign currency borrowings, offering a concessional rate of 1.5% per annum. "The swap facility has seen avid interest and attracted steady forex inflows since Jun. 8, 2026," the release said.

 

Several market participants had expected the inflows to top $25 billion by end of this month. However, the pace of inflows has been slow, several economists and market participants have said, with last week being an exception--bringing in healthy inflows, some said. Raising FCNR(B) deposits has improved after the RBI's publication of Frequently Asked Questions on the same, market participants have said. Barclays in a note Thursday said a resumption of tensions in West Asia and higher oil prices are weighing on the rupee and could fuel further pressure on shoring up capital in the near-term. Banks and fund-raisers are also facing technical and operational issues in raising foreign funds, they've said.  End
