NEW DELHI – The Securities and Exchange Board of India, at its board meeting on Friday, approved an independent review of the regulatory framework governing capital raising by small and medium enterprises through the securities markets.

The market regulator had constituted an External Experts Advisory Committee in December to identify subjects for thematic, evidence-based reviews of regulatory frameworks, which had deliberated on various themes which could be taken up for an independent review of regulations for the financial year 2026-27 (Apr-Mar) and recommended the same for consideration of the SEBI Board.
 

The committee was set up following the FY26 Union Budget announcement on the creation of a mechanism to assess the impact of regulations and subsidiary instructions. 

Based on the committee's recommendations, the SEBI board approved the theme, "Assessment of the framework for SME Capital Raising in Securities Markets", for review in the ongoing financial year. According to the budget announcement, the exercise was aimed at evaluating the effectiveness of the existing regulatory framework and improving regulatory responsiveness while supporting the development of the financial sector.   End
