MoSPI plans city-level survey for labour force, informal sector

NEW DELHI – The National Statistics Office is planning to develop and disseminate city-level statistical reports for cities with a million-plus population to bridge the gap in data for better planning and governance. The proposed reports will use data from the existing national surveys, with data from 47 cities with a million-plus population as per the Population Census 2011.
The Ministry of Statistics and Programme Implementation said it will release reports like the current national surveys - annual periodic labour force survey and the annual survey of unincorporated sector enterprises. These reports will provide a comprehensive picture of urban labour markets and enterprise dynamics, the ministry said in a press note Friday. According to the ministry, even as the existing two surveys treat each city with a million-plus population as a separate stratum, the estimates are not compiled and disseminated in a structured and dedicated format.
"Cities account for a significant share of national income and host a large concentration of both formal and informal economic activities, making them critical units of economic analysis," the statistics ministry said. The ministry is of the view that urban local bodies require granular data to support planning, service delivery, and targeted interventions with increasing emphasis on decentralised governance.
The government has invited stakeholders' comments on the proposed framework, including the adequacy of coverage, the relevance and comprehensiveness of the proposed indicators, and the need for additional disaggregation, such as gender, sector, or enterprise characteristics, consistent with available data. The ministry has also sought suggestions on methodological aspects, including ways to improve the reliability and comparability of estimates. Additionally, stakeholders are also asked to provide feedback on dissemination formats, potential use cases in policy formulation, research, and planning, and any other aspects relevant to the proposed initiative.
