NEW DELHI – The government wants the pharmaceuticals industry to utilise INR 100 billion under the Biopharma SHAKTI initiative within the next two years, Secretary for the Department of Pharmaceuticals Manoj Joshi said Monday. The government had initially announced the initiative for the next five years.
The scheme will also provide infrastructure support to startups in the pharma sector, Joshi said at the India Pharma 2026 event, organised by the Federation of Indian Chambers of Commerce and industry. Biopharma SHAKTI (Strategy for Healthcare Advancement through Knowledge, Technology & Innovation), announced in the Union Budget for 2026-27 (Apr-Mar) with an outlay of INR 100 billion over next five years, aims to boost domestic manufacturing, reaserch and development and regulatory efficiency in the pharma sector.
Under the scheme, the government aims to build an ecosystem for domestic production of biologics and biosimilars. "The strategy will include a biopharma-focused network with 3 new National Institutes of Pharmaceutical Education and Research and upgrading 7 existing ones," Finance Minister Nirmala Sitharaman had said in February while introducing the scheme. "It will also create a network of over 1,000 accredited India Clinical Trials sites. We propose to strengthen the Central Drugs Standard Control Organisation to meet global standards and approval timeframes through a dedicated scientific review cadre and specialists."
Joshi said the government is working to fast-track approvals for pharma startups and roll out steps to help companies enter the biosimilars space. He added that more reforms are expected in the sector and the industry and the government need to work together to decide timelines to implement the reforms.
Health Secretary Punya Salila Srivastava, who was present at the event, also emphasised on the need for a strong collaboration between the governmenta nd stakeholders. Central Drugs Standard Control Organisation is working to set up a digital drug regulatory system, Srivastava said, and invited inputs from pharma companies for the same.
India is committed to working with global partners in the pharmaceutical sector, Minister of Health and Family Welfare and Chemicals and Fertilisers J.P. Nadda said in an online address at the event. He also said the government aims to foster collaboration between pharma companies and the academia. He added that strengthening research and development in the sector will be a priority for the government, adding that the ministry is committed to designing a framework to support innovation in pharmaceuticals.
