First phase of Census 2027 to start Wed; citizens allowed to self-enumerate

NEW DELHI – Field operations of the first phase of Census 2027 will start in some states from Wednesday, Registrar General and Census Commissioner Mritunjay Kumar Narayan said Monday. The census will be conducted in two phases, with the enumeration to be done digitally. The first set of census data will be available in 2027, Narayan said.
In a first, citizens will be able to self-enumerate on the portal, which will be available in 16 languages for a period of 15 days in each state. The census functionaries will verify the details during a door-to-door survey. The head of the family can fill in the details after registering his/her mobile number, which will generate a unique 16-digit ID.
After entering the details, the name of the head of the family cannot be changed. "Self-enumeration is voluntary. It will only make the work of the field enumerator easier," Narayan said. The first phase will act as a framework for the final enumeration phase.
The first phase--between April and September this year--will record the housing, living conditions, and household details. Caste and religion will be enumerated only in the second phase, Narayan said. However, the caste enumeration methodology is yet to be finalised, he said, adding that any questions for the second phase will be notified in a few months.
Narayan said enumerators will use personal mobile phones to collect data. No documents or proof of identity need to be submitted during the Census enumeration process, but people must provide all details truthfully. "There is no scope of investigation of data provided during Census," he said. Narayan added that earlier, the paperwork delayed the collation of data, but with digital data collection, the results will be faster.
The Cabinet has approved an outlay of INR 117.18 billion for the exercise. This is the first census since 2011. End
