SEBI floats consultation paper on tech resilience index for market entities

NEW DELHI – The Securities and Exchange Board of India on Wednesday floated a consultation paper seeking views on the creation of a technology resilience index for market infrastructure institutions such as exchanges, clearing corporations, and depositories, which would provide insights to these institutions on the health of their information technology systems.

 

"Creation of an index that would capture smooth functioning and resilience of IT systems of MIIs (market infrastructure institutions) would provide insights to the management and oversight committees of MIIs on the systems of MIIs and possible areas of improvement," the regulator said. These institutions have implemented a working model.

 

SEBI seeks to provide a framework to compute the index based on system-driven computation. These regulations are expected to enable institutions to compare the health and efficacy of their technology systems over time and to identify areas of improvement.

 

Parameters for computing this index that get maximum weightage are availability and security, according to a draft circular. Further, equal weightage has been provided to the following parameters: integrity, governance, reliability and monitoring, business continuity, modularity and flexibility. Scalability and other parameters like incident handling get the lowest weightage.

 

Market infrastructure institutions have been asked to compute this index on a half-yearly basis within 60 days from the end of each half-year, SEBI said in a draft circular. SEBI has sought public comments on the proposals outlined in its draft circular by Apr. 15 virtually.  End
