Govt recommends blanket licence for AI cos to use copyright-protected works

NEW DELHI – The Department for Promotion of Industry and Internal Trade has recommended issuing blanket licence to artificial intelligence companies to use copyright-protected content to train their AI model. The licence will be accompanied by statutory remuneration rights for all such creators and copyright holders whose content is used to train the AI model.
The DPIIT released the recommendation in a working paper prepared by an eight-member expert committee constituted on Apr. 28 to assess the adequacy of the existing law to address the issues raised by generative AI and make recommendations on amendments to law. This is part 1 of the committee's working paper on the matter, the DPIIT said in a release.
As per the recommendations, royalties will be payable to copyright-holders only after commercialisation of the AI tools. A government-appointed committee will set the royalty rates, and they would be subject to judicial review. The government has invited public views on the recommendation and it will accept feedback for the next 30 days. End
