--SC allows sale, use of green firecrackers in Delhi-NCR for Diwali

 

NEW DELHI - The Supreme Court Wednesday allowed the sale and use of green fire crackers in Delhi-National Capital Region for Diwali celebrations. The police authorities must constitute a patrolling team to ensure that only permitted crackers with QR codes are sold, said the bench comprising Chief Justice of India B.R. Gavai and Justice K. Vinod Chandran, adding that they should also check random samples.

 

Action shall be taken against violators, the court said. Firecrackers cannot be sold through e-commerce websites, it added. The top court said that conventional firecrackers smuggled from different states had caused more damage to the environment and it had to take a balanced approach.

 

Over the last six years, green fire crackers have substantially reduced emission and National Environmental Engineering Research Institute has help towards that, the apex court said. Following a top court order, a complete ban was imposed in Delhi-National Capital Region on green crackers manufacturing from Oct. 14, 2024 to Jan. 1, 2025. 

 

The top court was hearing Centre's request that the total firecracker ban in Delhi-National Capital Region be lifted to allow sale of green firecrackers for Diwali. Even some firecracker manufacturers had moved the apex court seeking permission to manufacture and sell green crackers. 

 

In September, the apex court had allowed the manufacture of green crackers certified by National Environmental Engineering Research Institute and Petroleum and Explosives Safety Organisation in Delhi-NCR, asking the Centre to come up with a "concrete proposal" to ensure that markets in the region have only such crackers. Last week, Chief Justice Gavai had given an indication towards permitting sale of green firecrackers on a trial basis during Diwali.  End
