Labour ministry releases draft national employment policy

NEW DELHI – The labour ministry Wednesday released a draft National Labour and Employment Policy aimed at universal social security, employment and future readiness, and ease of compliance and formalisation. The ministry has sought feedback on the draft by Oct. 27.
The policy aims to ensure protection, productivity, and participation for every worker, according to the draft. The policy will be implemented in three phases. The first phase, between 2025 and 2027, will implement institutional setup, social-security integration, National Career Service-Digital Public Infrastructure pilot for artificial intelligence-based job matching, and education to employment career lounges pilots.
Phase II, which will be implemented by 2030, will focus on nationwide rollout of universal social security account, skill-credit systems, and district-level employment facilitation cells. The third phase beyond 2030 will focus on paperless governance, predictive analytics, and continuous policy renewal, as per the draft policy.
The policy aims to integrate major national databases of workforce, such as Employees' Provident Fund Organisation, Employees' State Insurance Corporation, eShram, and National Career Service portal into a unified "labour stack".
The policy aims to set up a three-tier implementation structure at the national, state, and district levels. End
