Survey shows unincorporated sector employed 129 mln workers Apr-Jun

NEW DELHI - India's unincorporated sector employed 128.57 million workers in the quarter ended June, lower than 131.34 million in Jan-Mar, according to results of the first Quarterly Bulletin of Unincorporated Sector Enterprises released by the Ministry of Statistics and Programme Implementation Wednesday. 

 

Until now, the statistics ministry used to hold the survey for unincorporated sector enterprises on an annual basis alone. The last annual survey was held in 2023-24 (Oct-Sept), which showed the informal sector employed 120.60 million workers, up 10.0% from a year ago.

 

The statistics ministry said it will continue to conduct the annual survey for the unincorporated sector. The quarterly bulletin is designed to "deliver timely and periodic estimates on the scale, composition, and employment perspective of India's unincorporated non-agricultural enterprises," the ministry said. "The quarterly data aim to capture the short-term dynamics in the unincorporated non-agricultural sector."

 

The ministry has been working on the frequency and timeliness of its surveys over the last year. It now also releases monthly estimates for employment and labour force participation in both rural and urban areas. Previously, the ministry only released quarterly urban unemployment data, and annual data for both urban and rural areas.

 

According to the quarterly survey results, there were 78.54 million establishments in the unincorporated sector in the March quarter. This rose to 79.42 million in the June quarter. In 2023-24 (Oct-Sept), there were 73.40 million establishments in the informal sector. 

 

Of the 79.42 million informal establishments in the June quarter, 42.76 million were in the rural areas. Rural areas also saw a higher increase in the number of unincorporated establishments in Apr-Jun. Only 13.3% of the informal firms in Apr-Jun were hired worker establishments and 95.31% were proprietary and partnership establishments.

 

Urban areas, however, accounted for more workers in the June quarter at 66.11 million. Female workers made up over 28% of total employment in both quarters, reflecting a marginal increase from annual survey for 2023-24 (Oct-Sept), the ministry said.

 

The services sector had the highest number of establishments and number of workers in the June quarter. The sector had 33.61 million establishments, followed by the trade sector with 25.17 million establishments. The unincorporated services sector also employed 51.01 million workers in Apr-Jun.  

 

The first Annual Survey of Unincorporated Sector Enterprises was conducted during 2021-22 (Apr-Mar), and the second round was held during October 2022 to September 2023. The survey's primary objective is to collect information on operational, financial, and structural characteristics of unincorporated non-agricultural enterprises. Informist reported in December that the ministry is looking to hold the next annual round of the survey from January, shifting to a calendar year from the Oct-Sept period in the previous rounds.  End
