TRAI seeks views on allowing limited use of foreign telecom cos' SIM cards

NEW DELHI – The Telecom Regulatory Authority of India on Friday released a consultation paper on the regulatory framework for the sale of foreign telecom service providers' Subscriber Identity Module/eSIM cards for the use in machine-to-machine/internet of things devices meant for export purposes. Inputs on the issues raised in the consultation paper are invited from stakeholders by Aug. 1 and counter-comments must be submitted by Aug. 18.
Suggestions are sought on terms and conditions for service authorisation in respect to eligibility conditions, application processing fee and period of validity, among others, in case it is decided to introduce a new service authorisation under the Telecommunications Act, 2023 for the sale of foreign telecom service providers' SIMs/ eSIM cards in India for the said purpose.
However, in case it is decided to include the activity of the sale of foreign telecom service providers' SIMs/eSIM cards in India for the use in M2M/IoT devices meant for export purposes within the scope of the proposed service authorisation for the sale/rent of international roaming SIM cards/global calling cards of foreign operators in India, the consultation paper will look into what amendments should be made to the scope of service and other aspects.
The consultation paper also seeks to see whether there are any regulatory issues, including those related to agencies such as the Reserve Bank of India, in respect of the import of foreign telecom service providers' SIM/eSIM cards. End
