NEW DELHI - The Ministry of Statistics and Programme Implementation Monday said it is looking to conduct a first of its kind household income distribution survey, tentatively in 2026, to gather information on income distribution. The ministry has formed a technical expert group with economist Surjit Bhalla as the chairman to guide the National Statistics Office towards conducting an all-India income distribution survey.

 

The expert group will guide the NSO regarding finalisation of concepts, survey methodology, method of estimation, and incorporate best country practices as adopted across the world, the release said. Other members of the panel include Ram Singh, external member of the Reserve Bank of India's Monetary Policy Committee, Sonalde Desai of National Council of Applied Economic Research, and National Stock Exchange of India Chief Economist Tirthankar Patnaik.

 

"Although pilot surveys have been attempted in the past, these efforts did not culminate in a nationwide survey," the ministry said in a release. "Recognising the growing significance of such data, NSS (National Sample Survey) acknowledges the urgent need for a dedicated income distribution survey to better understand the profound structural changes that have occurred in the Indian economy over the past 75 years."

 

The proposed survey will also look to assess impact of adoption of technology on household income. The expert group will provide guidance for finalisation of the survey results and report for release, the ministry said.

 

The income distribution survey is part of a number of surveys the statistics ministry has undertaken in recent years. The ministry has begun annual surveys on unincorporated sector enterprises, services sectors, forward looking survey on private sector capital expenditure, among others.

 

The ministry previously tried to collect data on household income along with the consumer expenditure surveys on experimental basis during May-Sept 1955, and July 1958 - June 1959, though no information was released. Later, the ministry collected data on receipts and disbursements as part of the Integrated Household Survey during July 1964 and June 1965, and July 1969 - June 1970.

 

"However, these efforts were not continued as it was found that the estimates of income were lower than the estimates of consumption and savings put together," the ministry said.  End
