NEW DELHI – The government has imposed a definitive anti-dumping duty on aluminium foil imports from China for five years, the finance ministry said in a notification late Thursday. The government in March had imposed a provisional anti-dumping duty on the import of Chinese aluminium foil for six months.
The duty will be imposed on Chinese aluminium foil of up to 80 microns, excluding aluminium foil below 5.5 microns for non-capacitor applications, the notification said. The government will levy anti-dumping duty between $479 per tonne and $721 per tonne, depending on the producer of the aluminium foil and whether the product originated in China or is exported from China.
The commerce ministry's Directorate General of Trade Remedies had in August recommended anti-dumping duty on aluminium foil of up to 80 microns, post which the finance ministry had levied a provisional duty on Mar. 17. On Mar. 20, the Directorate General of Trade Remedies published its final findings on its investigation, where it found that the subject goods were exported to India from China at dumped prices. The investigation also revealed that the domestic industry suffered material injury from the dumped imports of aluminum foil from China, and had recommended imposition of definitive anti-dumping duty on such imports.
The government has excluded imports of ultra-light gauge converted foil meant for use in insulation, spices packing thermal fluid lines covering and tea bags application from the anti-dumping duty. The government has also exempted the imports of aluminium foil for beer bottle, adhesive tapes, colour coated aluminium foil, and aluminium-manganese-silicon based alloys from the duty. End
