Sitharaman to discuss litigation, refunds with income tax officers Jun 23

NEW DELHI – Finance Minister Nirmala Sitharaman will chair a meeting with principal chief commissioners of the Income Tax Department on Jun. 23, aimed at improving taxpayer service delivery, litigation management, and systems accountability, government sources said. Sitharaman will review age-wise pendency of appeals and push for faster disposal of legacy cases to reduce litigation burden, one of the sources said Monday.

 

According to the source, Sitharaman will also lay special emphasis on delays in issuing refunds, including those held up due to non-processing of returns under Section 143(1) of the Income Tax Act, and rectification cases impacted by system-related issues. Section 143(1) notice is a routine tax intimation from the Income Tax Department highlighting discrepancies or acceptance of income tax return, helping ensure accurate tax compliance and avoid future penalties.

 

With regard to Section 143 (1), field officers are expected to present data on pending 'Centralised Processing Center' tickets – the portal used for filing returns, average disposal time, and unresolved e-Nivaran grievances, the source said. E-Nivaran is a unified grievance management system with an objective of fast-tracking taxpayers grievance redressal.

 

Another source cited above said Sitharaman was likely to question zones with vigilance cases pending beyond permissible timelines and disciplinary matters not acted upon for months. "She will appreciate best practices adopted by select regions and reiterate the need for a taxpayer-centric, tech-enabled, and transparent ecosystem across the Income Tax department," the source said.  End
