Sitharaman to meet CBIC officials Friday to review GST, customs compliance

NEW DELHI – Finance Minister Nirmala Sitharaman will meet principal chief commissioners of the Central Board of Indirect Taxes and Customs on Friday to review the performance of Goods and Services Tax and customs-related field-level compliances and challenges, government sources said Monday. Sitharaman will hold detailed interactions with indirect tax officers to ensure easing of bottlenecks for businesses and provide compliance-easy tax regime.

 

According to one of the sources cited above, Sitharaman is expected to lay "special emphasis" on timely GST refund processing, especially in export- and special economic zone-linked categories. "Delays beyond 60 days will be scrutinised, and zones may be asked to explain pendency and rejection trends with detailed analytics," the source said.

 

As per CBIC, refunds are to be sanctioned within 60 days from the date of receipt of application. However, as a measure of facilitation to exporters, except for certain notified categories, 90% of the refund amount excluding the amount of input tax credit provisionally accepted are to be refunded provisionally within seven days from the date of acknowledgement.

 

Another source cited above said Sitharaman would also review the dwell time of cargo clearance across ports and airports. Data on risk management system-facilitated clearances, interdictions, and examination timelines are expected to be presented zone-wise, the source said.

The source also said that high pendency in Directorate General of GST Intelligence investigations, especially those pending over 180 days, is likely "to draw critical attention." 

 

The government has been taking stock of investigations completed by DGGI and the average time taken for completing the investigation in the last few years. Another source said that at Friday's meeting, Sitharaman would stress on time-bound vigilance action, accountability in physical verification outcomes, and use of technology for process efficiency, "....highlighting the government's dual focus on compliance and trade facilitation."  End
