MUMBAI – The extreme poverty rate in India fell to 5.3% in 2022-23 from 27.1% in 2011-12, according to latest data from the World Bank, which has raised the threshold for extreme poverty, with the international poverty line now set at $3 per person per day.
Earlier, the international poverty line, also called the extreme poverty line, had set the daily cost for a person to meet their basic needs in a low-income country at $2.15. According to the old threshold of $2.15, the poverty rate in India was 2.3% in 2022-23 and 16.2% in 2011-12.
In absolute terms, Indians living under $3 per day fell to 75.2 million in 2022-23 from 344.4 million in 2011-12. At the previous threshold of $2.15, 33.7 million Indians lived in extreme poverty in 2022-23 compared to 206.0 million in 2011-12.
The World Bank has updated its international poverty estimates for India based on the 2022-23 Household Consumption Expenditure Survey, released by the statistics ministry after an 11-year gap. The update also involves shifting to 2021 purchasing power parity from 2017, the World Bank said.
At $4.20, the poverty line for lower-middle income countries, India's poverty rate was 23.9% in 2022-23, down from 57.7% in 2011-12. The poverty rate in India at the threshold for upper-middle income countries of $8.30 was 82.1% in 2022-23 as against 92.5% in 2011-12. In absolute terms, however, there was a marginal fall in the Indian population living below $8.30 per day at 1.18 billion in 2022-13 compared to 1.17 billion in 2011-12.
There is no official poverty line in India at present, and the only measure of poverty has been the NITI Aayog's multidimensional poverty index. As per the think tank, India registered a significant decline in multidimensional poverty to 11.28% in 2022-23 from 29.17% in 2013-14. Around 248 million people escaped multidimensional poverty between 2013-14 and 2022-23. End
