HC takes suo motu cognisance of Bengaluru stampede, seeks status report

NEW DELHI – The Karnataka High Court Thursday took suo motu cognisance of the stampede outside the M. Chinnaswamy Stadium in Bengaluru which occurred after thousands of people gathered to celebrate the Indian Premier League victory of Royal Challengers Bangaluru. The high court issued notice to the Karnataka government and asked the state's advocate general to file a status report regarding the stampede.
The high court noted that 11 persons were killed and 75 injured in the stampede. The bench of Acting Chief Justice V. Kameshware Rao and Justice C.M. Joshi said it was taking cognisance of the case to ascertain the cause of the tragedy and how to prevent such incidents in future. The high court will now hear the case next on Tuesday.
The celebrations for Royal Challenger Bengaluru's win had begun on Tuesday when thousands of people had taken to Bengaluru's streets to mark their team's first win in its 18 years of history. On Wednesday morning, the team's management announced that they would hold a victory parade to the stadium from Vidhana Soudha. However, later the state's traffic police announced that there would be no victory parade.
According to the police's probe, the crowd had expected that after the felicitation of players at Vidhana Soudha, an open bus would head towards the stadium. The people, many of whom did not have tickets to enter the venue, hoped that they would catch a glimpse of the cricket stars on the bus. The people were unaware that the victory parade was cancelled. Thereafter, the team arrived in a closed bus. Later, the tragedy struck when one of the gates of the stadium was partially opened and a crowd, consisting of both ticket holders and those without tickets, attempted to enter the venue.
In the court's proceedings, state's advocate general Shashi Kiran Shetty said more than 250,000 people had gathered near the stadium. The high court posed a set of questions to the advocate general asking if anything of this nature happens in the future, does the state have any standard operating procedure. "Are there any vehicles, which can be made available if such incident happens. Which hospitals will the injured be taken to?". To this, Shetty replied that the state government has taken this seriously and it will prepare a standard operating procedure.
The advocate general told the court that a magisterial inquiry has already commenced and it will give a report within 15 days. "We have started inquiry and notices have been given to everyone and even FIR (first information report) is filed, we are not sparing anyone," said Shetty. End
