India FY25 major subsidies spending surpasses revised Budget aim

NEW DELHI – The government's expenditure on major subsidies in 2024-25 (Apr-Mar) surpassed the revised Budget target, data from the Controller General of Accounts released Friday showed.
The government spent INR 3.88 trillion on major subsidies in FY25, 1.2% higher than the revised Budget target of INR 3.83 trillion. Expenditure on major subsidies in FY25 was, however, 6.2% lower than the year ago spending of INR 4.14 trillion.
Compared to FY24, the government spent less on food and fertiliser subsidies, while expenditure on petroleum subsidy increased sharply in FY25. The food subsidy bill fell 5.6% on year to INR 2.00 trillion last year, the spending on fertiliser subsidies was down 8.3% at INR 1.74 trillion.
As per the revised estimates detailed in the Budget for FY26, the government's food subsidy bill was projected at INR 1.97 trillion and fertiliser subsidies outgo was projected at INR 1.71 trillion.
The government's expenditure on petroleum subsidy increased 18.3% on year to INR 145 billion in the 12 months to March but missed the revised Budget projection of INR 147 billion.
