Govt to hold 2nd mock drill "Operation Shield" in states bordering Pakistan

NEW DELHI – The Ministry of Home Affairs has decided to hold a second civil defence exercise, codenamed "Operation Shield", from 1700 IST onwards Thursday in all districts of the states and Union territories along the country's western border with Pakistan. The exercise will be conducted in all districts of Jammu and Kashmir, Punjab, Chandigarh, Haryana, Rajasthan, and Gujarat to augment civil defence preparedness against enemy attack.
"It is requested to plan and organize the Civil Defence Exercise "Operation Shield" on 29.05.2025 at 1700 IST onwards (the exact time may be suited as per local convenience) by involving all local administration and stakeholders," the Ministry of Home Affairs wrote to the states and Union territories concerned.
As part of the drill, the authorities will practise multiple contingencies such as enemy air raids, activation of hotlines between air force and civil defence control rooms, and complete blackout measures in areas excluding critical and emergency services. The exercise will include evacuation of about 20 "victims" to safer place from a military station under attack by enemy drones.
The first such drill in recent times was conducted May 7 after Indian armed forces destroyed terrorist camps at nine locations in Pakistan and Pakistan-occupied Kashmir. According to the ministry, critical gaps in the civil defence preparedness of vulnerable areas were observed during the exercise. The ministry issued instructions May 9 to address the gaps.
Tensions escalated between India and Pakistan after terrorists killed 26 people, mainly tourists, in Pahalgam in the Union territory of Jammu and Kashmir Apr. 22. India launched "Operation Sindoor" in retaliation May 7 and destroyed terrorist camps with precision missile attacks. The Pakistani armed forces responded with artillery shelling along the Line of Control and launched drones over multiple cities along the western border. Both sides arrived at an understanding to stop military action May 10. End
