NEW DELHI – The Maharashtra Cabinet Tuesday cleared a new housing policy with focus on affordable housing for economically weaker sections and low-income groups, Chief Minister Devendra Fadnavis said. The new policy, called "Mera Ghar Mera Adhikaar", aims to prioritise inclusive housing for students, poorer sections of society, working women, industrial workers, and senior citizens, he told the media after the Cabinet meeting.
Maharashtra's "dynamic" new housing policy comes after a gap of 18 years. "To address the challenge of 'Housing for All' and achieve the goal of a 'Slum-free Maharashtra', the new Housing Policy focuses on the EWS (Economically Weaker Section), LIG (Low Income Group), and MIG (Middle Income Group) segments of the population," the state government had said while inviting suggestions for the draft policy.
The policy also reportedly comprises a comprehensive programme for slum rehabilitation, with an investment of INR 700 billion.
Fadnavis told the media that the policy will also focus on rental housing and sustainability and keeps in mind the needs of both rural and urban areas. Besides, it aims to incorporate the availability of new technologies in the housing sector to reduce construction costs, thereby making affordable housing feasible.
Two key aspects of the new housing policy, Fadnavis said, are the focus on redevelopment and creation of land banks to streamline the identification, acquisition, and allocation of land parcels for housing development.
Under redevelopment goals, the state government intends to complete and take forward the existing redevelopment plans like the Dharavi Redevelopment Project. "Two or more slums present within a ward can be redeveloped as a cluster," the state government had said in the draft.
The chief minister also announced that the government will revive and fast-forward the housing-sector development plans that are currently stalled. "All existing housing schemes will continue," he added.
On land banks, Fadnavis said a land bank will be created with detailed information regarding availability of developable land parcels to meet the increasing demand for housing in urban areas of Maharashtra. A database of government-owned lands will be created for efficiency in land management, he said. End
