World sugar body sees 2024-25 deficit at 9-year high of 5.5 mln tonnes

NEW DELHI – The International Sugar Organization has forecast global sugar deficit at a nine-year high of 5.46 million tonnes in 2024-25 (Oct-Sept). In February, it had projected a deficit of 4.88 million tonnes for the current sugar year ending September. "A global deficit of this magnitude has not been seen for nine years," the organisation noted. 

 

This is the third estimate issued by the world sugar body for 2024-25. The deficit is the difference between the estimated global consumption and production. The global sugar production outlook for 2024-25 is down 3.6% on year at 174.8 million tonnes, primarily due to lower output in India and Pakistan. In contrast, global consumption is anticipated to rise 0.6% to a record 180.3 million tonnes, it said.

 

The organisation also expects a sharp decline in global sugar trade, with exports projected to fall 7.8% to 63.3 million tonnes. "Yet, the trade balance is neutral as import demand totals 63.1 million tonnes," it said. Imports are estimated to fall nearly 9% from last year. Reductions in trade estimates might be a reason for the lack of price response to the increasing sugar deficit, the report said. 

 

Over the past three months, global sugar prices have weakened. The International Sugar Agreement daily price and the International Sugar Organization white sugar price index for the first 13 days of May averaged $17.74 cents per pound and $491.04 per tonne, respectively. The outlook for prices over the next three months remains neutral-to-bullish as the deficit has widened, requiring Brazilian producers to maintain uninterrupted operations to match or approach their May-September 2024 export levels. 

 

The ending stock for 2024-25 is seen 5.7% lower at 93.9 million tonnes. The stocks-consumption ratio is also seen lower at 52.1% in the current season compared to 55.6% in the last season.

 

ETHANOL 

Global ethanol production reached 120.7 billion litres in 2025, up substantially from 118.5 billion litres in 2024. "This expansion continues despite economic headwinds, underscoring the structural strength of renewable fuel mandates worldwide." India's production shows the most dramatic growth trajectory, as it is projected to reach 8.0 billion litres in 2025 to support its ambitious blending target, it said. Global ethanol consumption rose to 119.5 billion litres in 2025, up from 117.4 billion litres in 2024.  End
