MUMBAI – The standing committee for the Ministry of Consumer Affairs, Food and Public Distribution has recommended allocation of INR 2.6 trillion to the Department of Food and Public Distribution for the financial year 2025-26 (Apr-Mar). This includes INR 2.1 trillion for revenue section and INR 500 billion under the capital section. The committee has urged the department to actively engage with states and union territories and encourage them to submit financial proposals in a timely manner.
The committee has recommended the department adopt a more accurate and informed approach when preparing future budget estimates because of variations between the revised estimates and actual expenditure. The budget estimate for revenue schemes during FY25 was INR 2.13 trillion, which was revised downward to INR 2.05 trillion and actual expenditure was also reduced to INR 1.76 trillion. In FY25, the budget estimate for capital section was INR 500 billion, which was later raised to INR 501 billion but actual expenditure was reduced to INR 244 billion.
To enhance the effectiveness and efficiency of fund utilisation, the committee has recommended the department establish clear key performance indicators to quantify the achievements. The key performance indicators should be used to monitor the performance of schemes and projects, with a focus on ensuring their timely completion. End
