Poll panel says to soon start consultation on linking Aadhaar, voter card

NEW DELHI – Technical experts of the Election Commission of India and the officials of Unique Identification Authority of India will soon start consultation for linking the Aadhaar card with the voter card, the poll panel said on Tuesday. The commission said that the linkage of Aadhaar card with voter card will be done as per the existing provisions such as Article 326, provisions of the Representation of the People Act, 1950, and in line with the Supreme Court judgment.

 

The decision was taken after a meeting convened by Chief Election Commissioner Gyanesh Kumar on Tuesday. Kumar along with the election commissioners held a meeting with the home secretary, the secretary legislative department, secretary the Ministry of Electronics and Information Technology, and the chief executive officer of Unique Identification Authority of India on the issue.

 

"It was decided that the linking of EPIC (voter card) with Aadhaar will be done only as per the provisions of Article 326 of the constitution, Section 23(4), 23(5) and 23(6) of the Representation of the People Act, 1950 and in line with the Supreme Court judgement (2023). Accordingly, technical consultations between UIDAI and the technical experts of ECI are to begin soon," the poll panel said in release.

 

The poll panel noted that while as per the Article 326, voting right can only be given to a citizen of India, the Aadhaar card only establish the identity of a person.

 

Section 23 of the Representation of the People Act, 1950, as amended by the Election Laws (Amendment) Act, 2021, states that the electoral registration officers may ask an existing or prospective elector to provide Aadhaar for establishing identity on a voluntary basis. The section also states that no application for inclusion of name in the electoral roll shall be denied and no entries in the electoral roll shall be deleted if an individual fails to furnish Aadhaar number.

 

In April 2023, the government had told the Rajya Sabha that Aadhaar-voter card linkage had not started and no target or timelines were set for the exercise. The government had also informed that the names of those who do not link their Aadhaar with the voter card won't be struck off the electoral rolls.  End
